The Institute of Geology of the China Earthquake Administration signed a Framework Agreement for Scientific and Technological Cooperation with the Qinghai Earthquake Administration

On August 25, 2017, to implement the spirit of the National Seismological Science and Technology Innovation Conference in promoting innovation in earthquake science and technology, cultivating talent in earthquake science and technology, and increasing the contribution rate of seismic science and technology achievements, Professor Ma Shengli, the director of the Institute of Geology, attended a ceremony to sign a framework agreement for Scientific and Technological Cooperation with Director Zhang Xinji of the Qinghai Earthquake Administration. Based on the principles of complementary advantage, sharing resources, focusing on practical results, developing synergies, and achieving “win–win” scenarios, the two parties reached consensus on cooperation in scientific research projects, personnel training, and transformation of scientific and technological achievements. The signing ceremony was also attended by the vice-director of the Qinghai Earthquake Administration Ha Hui, deputy director of the Science and Technology Commission, director of the Academy of Engineering, and director of the Mission Center Yang Liping, director of the Personnel Education Department Zhang Xiaomei, director of the Department of Science and Technology Ma Yuhu, vice-director of the Institute of Geology of the China Earthquake Administration Shan Xinjian, director of the Ministry of Science and Technology Development Hanchao Jiang, and Dr. An Yanfen.

Director Zhang Xinji introduced the overall situation of the Qinghai Earthquake Administration, including regional seismic activity, geological structure background, and seismic risk. He highlighted that Qinghai Province is a large earthquake province highly suitable for earthquake research because of its wide distribution of earthquakes, their high intensity, and the resultant large disasters and heavy losses. The Institute of Geology of the China Earthquake Administration has strong scientific research strength and rich history of scientific research achievements. Over the years, it has made significant contributions to the national program for earthquake prevention and disaster reduction. Through the signing of the agreement, the two parties have pledged to establish a new mechanism for operational cooperation to jointly promote the “National Seismological Science and Technology Innovation Project,” focusing on scientific research in earthquake prevention and disaster mitigation in Qinghai Province. Furthermore, the promotion of talent in the fields of earthquake science and technology will help achieve the declared “win–win” ambition.

Director Ma Shengli introduced the current direction of the scientific research of the Institute of Geology, and he outlined the overall situation regarding scientific and technological development and the training of personnel in the geological field in recent years. He emphasized that Qinghai Province is rich in seismic resources, making it an ideal location for scientific observation and the study of tectonic activity. It was suggested that in the early stages, the development of national-level projects would provide the Institute of Geology and the Qinghai Earthquake Administration a solid basis for cooperation and development prospects. The hope was expressed that through the signing of the agreement, a series of projects would be developed, and that both parties would promote greater development in scientific research and the training of young scientific and technological talent, to further the application of research into earthquake prevention and disaster reduction.
